Deliberative Polling of SEE’s 4 Communities

The Deliberative Polling event was a significant milestone in the SEE "Smart Energy Community" research project, which has been ongoing since 2022. Organized by the Department of Geography and the Asian Energy Studies Centre of Hong Kong Baptist University, this event aimed to engage participating residents from Yuen Long Fairview Park, Sheung Shui, Sai Kung & Tseung Kwan O, and South Horizons in meaningful discussions about electricity usage, solar energy development, and the potential for community participation.

The event featured a structured programme designed to facilitate in-depth discussions among participants.

The main discussion topic was “Our Smart Energy Future”, with the goal of achieving carbon neutrality by 2050, the research team presented three scenarios , ranging from keeping ‘business as usual’, moderate to aggressive smart energy goals for discussion.


The discussions were facilitated by Dr. Daphne Mah, Director of the Asian Energy Studies Centre; Dr. Kevin Lo, Associate Professor in the Department of Geography at Hong Kong Baptist University; Dr. Darren Cheung, Research Assistant Professor in the Department of Geography at Hong Kong Baptist University; Mr Andy Siu, PhD student in Geography at Hong Kong Baptist University and Mr Thomas Lam, Master's student in Geography at Hong Kong Baptist University.


The event began with small group discussions lasting 50 minutes, allowing residents to share their views on electricity consumption and solar energy in Hong Kong. This was followed by an expert Q&A session, where participants could seek clarification and insights from the experts group:

  • Ir Dr. Cary Chan, Executive Director of the Hong Kong Green Building Council

  • Prof. Michael Leung, Chair Professor at the School of Energy and Environment, City University of Hong Kong

  • Mr. William Leung, Director of W3 Corporate

  • Mr. Leung Wai-kin, Head of Customer Business Development at Hong Kong Electric


Finally, a summary discussion provided an opportunity for participants to consolidate their opinions and recommendations regarding community involvement in energy initiatives.


The results from this Deliberative Polling event will contribute significantly to the SEE "Smart Energy Community" research project, which aims to gather data, exchange knowledge, and engage in dialogue through various community activities. Since 2022, the project has worked with 600 households across four communities, focusing on creating pathways toward achieving Hong Kong's carbon neutrality goal by 2050.


We thank all participants for their valuable contributions and look forward to sharing the outcomes of this important research as we continue to foster community engagement in sustainable energy practices.
